concordat
Pope-state agreement
A concordat is a formal agreement, especially between the Vatican and a secular government, regulating the Catholic Church's status and rights within that nation: The concordat granted the Church control over religious education.
More broadly, any solemn pact or covenant between parties, though this usage is rare outside diplomatic and ecclesiastical contexts.
