war criminals
Violators of combat
War criminals are individuals who have committed war crimes—violations of the laws of armed conflict, such as targeting civilians, torture, using prohibited weapons, or mistreating prisoners.
The term applies both to those formally convicted by tribunals and, more loosely, to anyone accused of such acts: Protesters called for the general to be tried as a war criminal.
The label carries moral weight beyond its legal definition, often used rhetorically to condemn military or political leaders.
