scofflaw
Ignores the law
A scofflaw is someone who habitually ignores or flouts laws, especially minor ones.
The term originally targeted those who violated Prohibition laws, but now applies broadly to anyone who treats rules as optional: The city cracked down on parking scofflaws.
It carries a tone of contempt for the person's disregard of civic duty.
