scofflaws
Rules? They ignore
Scofflaws are people who habitually disregard laws, especially minor ones they consider beneath enforcement: The city cracked down on parking scofflaws.
The word was coined during Prohibition for those who flouted alcohol laws.
It now applies broadly to anyone who treats rules as optional—tax evaders, jaywalkers, those who ignore court summonses.
