good citizen

Upstanding community member

A good citizen is someone who fulfills civic duties and contributes positively to their community.

The phrase often appears in contexts of voting, obeying laws, and participating in local affairs: She volunteered at the food bank—a real good citizen.

It can also carry ironic weight when someone conforms excessively to expectations: He's such a good citizen he won't even jaywalk.
