race-baiter

Ethnic tension instigator

A race-baiter is someone who deliberately provokes racial tension or exploits racial issues for personal or political gain.

The term is pejorative, often used to dismiss accusations of racism as manipulative rather than genuine: Critics called the activist a race-baiter for bringing up the shooting.

The accusation itself can be a way of deflecting legitimate concerns about discrimination.
