fomenter

One who incites

A fomenter is someone who stirs up trouble or incites unrest.

The word carries negative connotations—you foment rebellion, discord, or violence, not peace: The government accused him of being a fomenter of revolution.

The related verb foment originally meant to apply warm liquids to the body, but now almost exclusively means to instigate or promote something undesirable.
