publicans

British bar managers

Publicans are people who run pubs—the keepers or licensees of public houses in Britain and Ireland: The publicans organized against the new licensing restrictions.

In biblical contexts, publicans were tax collectors for the Roman Empire, despised as collaborators and extortionists: Jesus ate with publicans and sinners.

The two meanings are unrelated—the pub sense comes from "public house," the biblical from "public revenue."
