pre-crime

Arrest before action

Pre-crime is the concept of identifying and punishing criminal behavior before it occurs, based on prediction rather than actual offenses.

The term comes from Philip K.

Dick's science fiction and gained wider currency through the film *Minority Report*.

It now appears in discussions of predictive policing, surveillance, and civil liberties: Critics warn that algorithmic sentencing is pre-crime by another name.
