low-water mark
Tide's lowest point
The low-water mark is the lowest level reached by a body of water, especially the line on a shore marking where the tide recedes.
Figuratively, it describes the worst point or lowest achievement: The scandal was the low-water mark of his presidency.
Opposite of high-water mark.
