Ocean governance framework
Law of the sea refers to the body of international law governing maritime zones, navigation rights, and ocean resources.
It establishes how far a nation's sovereignty extends from its coastline, who can fish or extract minerals in various waters, and rules for passage through straits and territorial seas.
The United Nations Convention on the Law of the Sea (UNCLOS) codifies most of these principles: The dispute turned on competing interpretations of law of the sea.
