imperial decree
Sovereign's official order
An imperial decree is an official order issued by an emperor or empress, carrying the force of law within an empire.
Such decrees historically required no legislative approval—the sovereign's word was sufficient authority.
The term now appears mostly in historical contexts or to describe autocratic pronouncements: The imperial decree abolished the old tax system overnight.
