hypoplasia
Organ formation deficiency
Hypoplasia is the underdevelopment or incomplete development of an organ or tissue, resulting in fewer cells than normal.
The term appears in medical contexts: enamel hypoplasia affects tooth development, pulmonary hypoplasia describes underdeveloped lungs.
Unlike atrophy, which is shrinkage of something fully formed, hypoplasia means the structure never developed completely in the first place.
