hot beds
Centers of activity
Hotbeds are environments where something develops rapidly or intensely—usually something undesirable: a hotbed of crime, a hotbed of political extremism.
The original hotbed is a gardening term: a bed of soil heated by fermenting manure or other means to accelerate plant growth.
The figurative sense dominates modern usage.
