pen-pusher

Paperwork drone forever

A pen-pusher is someone whose job consists mainly of paperwork—filling out forms, writing reports, shuffling documents.

The term is mildly dismissive, suggesting bureaucratic tedium rather than meaningful work: He's just a pen-pusher in some government office.

Also spelled pen pusher.

The American equivalent is pencil-pusher.
