exarch
Distant province ruler
An exarch is a governor or high official, originally in the Byzantine Empire where exarchs ruled distant provinces on the emperor's behalf.
In Eastern Orthodox churches, an exarch is a bishop or patriarch's representative with authority over a region: The exarch oversaw churches throughout the territory.
The term suggests delegated power exercised at a distance from the central authority.
