empire builders
Ambitious domain expanders
Empire builders are people who aggressively expand their power, influence, or territory.
The term originally described those who extended colonial dominions but now more often refers to executives or managers who expand their departments or domains within organizations, sometimes prioritizing growth over efficiency: He's an empire builder who keeps adding staff whether he needs them or not.
