brain-damaged
Neurologically harmed person
Brain-damaged describes someone who has suffered injury to the brain, whether from trauma, stroke, oxygen deprivation, or disease: The accident left him brain-damaged.
Informally and offensively, it's used to call someone stupid or irrational: You'd have to be brain-damaged to believe that.
The hyphen is standard.
