tutting

Tongue against teeth

Tutting is making a disapproving clicking sound with the tongue against the roof of the mouth, often written as "tut-tut." The sound expresses mild disapproval, impatience, or disappointment without words: She tutted at the mess in the kitchen.

British speakers tut more readily than Americans, who might just sigh or shake their heads.
