sideliner

One watching, not playing

A sideliner is someone who watches from the sidelines rather than participating—an observer or spectator rather than an active player.

The term often carries a faint suggestion of passivity or reluctance to get involved: He's been a sideliner in office politics, never taking sides.

In sports contexts, it can simply mean someone not currently in the game.
