semi-rigid

Somewhat but bendable

Semi-rigid describes something that has some stiffness but can still flex or bend under pressure.

The term appears often in technical contexts: a semi-rigid airship has an internal framework but relies partly on gas pressure to maintain shape, unlike a fully rigid dirigible.

Semi-rigid packaging protects contents without being completely inflexible.
