rules committee
Regulation drafting body
A rules committee is a body within a legislature or organization that controls how business proceeds—determining which measures come to the floor, in what order, and under what conditions they may be debated or amended.
In the U.S.
House of Representatives, the Rules Committee wields significant power by setting time limits on debate and deciding whether amendments can be offered.
The term also applies to committees in conventions or assemblies that establish procedural guidelines: The rules committee blocked several controversial amendments from reaching the floor.
