Circular shaping tool
Round file is humorous slang for a wastebasket or trash can—the place where unwanted documents go.
The joke plays on the filing system metaphor: just as papers get sorted into folders, something destined for the round file gets "filed" in the circular bin.
That memo went straight to the round file.
A round file is also, literally, a cylindrical metalworking tool for enlarging holes.
