empty suit
All image, nothing else
An empty suit is a person in a position of authority who lacks substance, competence, or genuine ability.
The image is of expensive professional attire with no one of consequence inside it—someone who looks the part but contributes nothing meaningful: The new CEO turned out to be an empty suit who just repeated whatever consultants told him.
The term is dismissive, suggesting the person was promoted for appearances rather than merit.
