pauperism
State of penury
Pauperism is the state of being extremely poor, or the prevalence of poverty in a society.
The term carries a slightly archaic or formal tone, often appearing in historical discussions of social welfare: Victorian reformers debated the causes of pauperism.
Unlike simple poverty, pauperism suggests chronic dependence on charity or public assistance.
