poverty rate
Economic hardship measure
The poverty rate is the percentage of a population living below a defined income threshold.
Governments set poverty lines—often based on what's needed for basic necessities—and the rate measures how many fall beneath it: The poverty rate dropped to 11 percent.
Different measures exist: the official U.S. poverty rate uses pretax income, while supplemental measures account for benefits and regional costs.
