over-the-horizon
Past visible range
Over-the-horizon describes something beyond the visible horizon—typically military or radar technology capable of detecting targets at great distances by bouncing signals off the atmosphere: over-the-horizon radar, over-the-horizon strike capability.
Figuratively, it means focused on the distant future rather than immediate concerns: over-the-horizon planning, an over-the-horizon threat assessment.
