mentally retarded
Cognitively significantly limited
Mentally retarded is an outdated clinical term for people with intellectual disabilities—those with significantly below-average cognitive functioning.
Once standard medical and legal terminology, it has been largely replaced by *intellectually disabled* because *retarded* became widely used as an insult.
The phrase now sounds clinical at best, offensive at worst: The old form asked if the child was mentally retarded.
