internal passport

Within-country travel document

An internal passport is a government-issued identity document required for travel or residence within a country's own borders.

Associated historically with the Soviet Union and apartheid-era South Africa, internal passports controlled where citizens could live and work: Without the proper stamp in his internal passport, he couldn't legally remain in Moscow.

The term now applies to any domestic identity system restricting movement within a nation.
