grassroot

From ordinary people

Grassroot describes activity originating from ordinary people rather than leaders or institutions—political organizing, movements, or campaigns that build from the ground up: a grassroot effort to recall the mayor.

The singular form is less common than grassroots, which functions identically: grassroots organizing, grassroots support.

Both evoke the image of growth spreading naturally through soil.
