floating voter

Undecided election participant

A floating voter is someone who doesn't consistently support one political party, instead shifting allegiance between elections based on candidates or issues.

The term is primarily British; Americans more often say swing voter or independent.

These voters are heavily courted during campaigns because their votes are up for grabs: The party's new policies are designed to appeal to floating voters.
