A boot licker is someone who flatters or serves a person in power with excessive, degrading eagerness—metaphorically willing to lick their boots clean.
The term is strongly contemptuous, suggesting the person has sacrificed all dignity for favor or advancement: The new hire is such a boot licker, agreeing with everything the boss says.
