baseload

Steady power floor

Baseload is the minimum level of demand on an electrical grid over a given period—the power that must be continuously supplied regardless of time of day or season.

Power plants designed to run constantly at steady output are called baseload plants: Nuclear and coal have traditionally provided baseload power.

The term extends to any constant underlying demand: baseload internet traffic.
