backbencher
Rear-seated legislator
A backbencher is a legislator who holds no ministerial or leadership position, sitting on the back benches of the chamber rather than the front rows reserved for party leaders and cabinet members.
The term is most common in British and Commonwealth parliamentary systems.
Backbenchers may have less influence but more freedom to vote independently: A backbencher rebellion threatened the prime minister's bill.
