suggesting

Putting an idea forward

Suggesting is proposing an idea or possibility without insisting on it: I'm not suggesting we cancel, just postpone.

It also means hinting at or evoking something indirectly: His tone was suggesting otherwise, music suggesting a distant storm.

To be suggesting something is to imply it without stating it outright.
