street people
Those without shelter
Street people are homeless individuals who live primarily outdoors in urban areas—on sidewalks, in parks, under bridges.
The term is somewhat dated, more common in the 1970s and 80s than today: The city opened a shelter for street people.
It carries less clinical distance than "homeless population" but can still feel like an outsider's label.
