seat of government
Where power resides
A seat of government is the city or location where a government's central authority is based—where the legislature meets, where executive offices operate.
For most countries, the seat of government is also the capital: Washington, D.C. is the seat of government of the United States.
Some nations split functions: the Netherlands has Amsterdam as its capital but The Hague as its seat of government.
