rubberband

Elastic binding loop

A rubberband is a loop of elastic material used to hold things together.

You stretch it around objects—a stack of papers, a bundle of pencils, a rolled poster—and it grips them by contracting.

As a verb, to rubberband is to secure something this way, or to snap back suddenly like a stretched band released: The price rubberbanded after the dip.

Usually spelled as two words: rubber band.
