prince-bishop
Ecclesiastical temporal ruler
A prince-bishop was a bishop who also held secular authority as a prince, ruling territory as both religious and political leader.
Common in the Holy Roman Empire, prince-bishops governed their domains with the same powers as lay princes—collecting taxes, administering justice, raising armies—while simultaneously overseeing church affairs: The prince-bishop of Salzburg controlled a territory larger than some German kingdoms.
