Powered down describes something that has been shut off or had its power supply disconnected.
Electronics and machinery get powered down at the end of a shift or when not in use: Make sure the servers are powered down before the maintenance window.
Figuratively, a person who is powered down is exhausted or mentally checked out: After the week I've had, I'm completely powered down.
