pipsqueak

Insignificant small person

A pipsqueak is someone small and insignificant, especially a young or inexperienced person who acts bigger than they are: Some pipsqueak in accounting rejected my expense report.

The word is dismissive but relatively mild—more contemptuous than cruel.

It can also describe anything trivially small: a pipsqueak of a car.
