penpusher
Office paper shuffler
A penpusher is someone who does routine paperwork or clerical work—the implication being that their job involves nothing more demanding than pushing a pen across forms.
The term is mildly dismissive, suggesting bureaucratic drudgery rather than meaningful work: He's just a penpusher at the tax office.
Also spelled pen-pusher.
The American equivalent is pencil pusher.
