Pencil neck is a disparaging term for someone perceived as physically weak, nerdy, or ineffectual—the image being a neck too thin to support serious weight.
It often targets bureaucrats, intellectuals, or anyone seen as lacking toughness: Some pencil neck in accounting rejected my expense report.
