overdevelop

Build beyond need

To overdevelop is to develop too much or too far.

In photography, overdeveloping film means leaving it in chemicals too long, resulting in excessive contrast or density.

In urban planning, an overdeveloped area has too many buildings, too little green space, or infrastructure strained beyond capacity: The coastline has been overdeveloped with high-rise condos.

The term implies excess that damages quality or balance.
