underdevelop
Fail to flourish
To underdevelop is to develop insufficiently or incompletely.
The term appears most often in its past participle form: an underdeveloped country lacks industrial infrastructure, an underdeveloped muscle hasn't been adequately trained, an underdeveloped idea needs more thought.
In photography, to underdevelop film is to process it for too short a time, resulting in a faint image.
