underbuild
Make structurally inadequate
Underbuild means to build something with insufficient capacity, strength, or scale for its intended purpose.
A developer who underbuilds a parking structure leaves tenants fighting for spaces; an engineer who underbuilds a bridge risks structural failure.
The term also applies to constructing fewer units than zoning or market demand would support: Critics argued the city consistently underbuilt affordable housing for decades.
The opposite is overbuild.
