overdevelops
Builds beyond need
Overdevelops means to develop excessively or beyond what's optimal.
In photography, to overdevelop film is to leave it in chemicals too long, producing harsh contrast or blown-out highlights.
In urban planning, an overdeveloped area has too many buildings crowding the landscape.
The word applies wherever growth exceeds appropriate limits: The writer overdevelops minor characters at the expense of the protagonist.
