outstate

Outside the capital

Outstate refers to the parts of a state outside its major metropolitan area, used primarily in the Upper Midwest: outstate Minnesota, outstate Michigan.

The term distinguishes rural and smaller-city regions from the dominant urban center—typically the Twin Cities, Detroit, or similar.

As an adjective, it modifies nouns: outstate voters, outstate communities.
