non-cooperation
Withholding of participation
Non-cooperation is the refusal to work with or assist someone, especially as a form of protest.
The term is associated with passive resistance movements—Gandhi's non-cooperation movement against British rule being the most famous example.
It can also describe simple unwillingness to participate: The investigation stalled due to witness non-cooperation.
