neutralist
Takes no sides
A neutralist advocates for or practices neutrality, especially in international affairs—refusing to align with competing powers or blocs.
The term gained currency during the Cold War for nations that declined to side with either the United States or Soviet Union: India under Nehru pursued a neutralist foreign policy.
As an adjective, it describes such positions or policies.
